A New Era for Higatangan: Submarine Cable Project Officially Unveiled

HIGATANGAN ISLAND, NAVAL, BILIRAN — A historic milestone was reached on September 6, 2025, as the long-awaited Higatangan Submarine Cable Project was officially launched—bringing the dream of 24/7 electricity closer to reality for the people of Higatangan Island.

The 3.7-kilometer submarine cable, linking Brgy. Jubay, Calubian to Higatangan Island, signals a breakthrough in ensuring stable and reliable power service.

BILECO General Manager Engr. Gerardo N. Oledan stressed that this project is more than just laying cables under the sea—it is about laying the foundation for progress.

“This will unlock new possibilities in education, livelihood, tourism, and the overall quality of life,” Oledan said, assuring residents that the project will be completed before Christmas 2025.

The kick-off ceremony in Brgy. Mabini gathered key leaders and partners: Gov. Dr. Rogelio J. Espina, Naval Mayor Hon. Gretchen Stephanie Espina, representatives from Leyeco V, Samelco I, BFAR, Fabmik Construction, and Sub’Seatech—a united presence that underscores strong collaboration behind this long-awaited project.

First proposed in 2012 through the efforts of Cong. Gerryboy Espina, Gov. Rogelio Espina, and Mayor Gretchen Espina, the project has finally come to life through the combined strength of electric cooperatives, government agencies, and private partners.

For decades, Higatangan residents have dreamed of round-the-clock electricity. Today, that dream is finally within reach—promising to attract more visitors, boost tourism, and uplift community life.
