DTI-Biliran Provincial Office Enforces Price Freeze on Basic Necessities in Biliran Province Following State of Calamity Declaration

The Department of Trade and Industry (DTI) – Biliran Provincial Office has implemented a price freeze on basic necessities on October 3, 2025, across the Province of Biliran following the declaration of a state of calamity by the Sangguniang Panlalawigan.
Pursuant to Resolution No. 12, series of 2025 of the Sangguniang Panlalawigan of Biliran, which was issued in response to the damage and adverse effects caused by Typhoon Opong, the price freeze takes effect under the provisions of Republic Act No. 7581, otherwise known as the Price Act, as amended by R.A. 10623.
According to the Price Act, the prices of basic goods, including rice, canned goods, bottled water, sugar, salt, instant noodles, cooking oil, and other essential items, must remain unchanged for 60 days following the calamity, unless this period is extended. This measure aims to stabilize the prices of basic necessities and prevent dishonest sellers from taking advantage of the situation during the recovery period.

The DTI-Biliran Provincial Office encourages all stores and businesses to adhere to the price freeze to help protect the public. The office has intensified its price and supply monitoring activities in coordination with the Provincial Government of Biliran and other relevant enforcement agencies to ensure adherence and protect the public from overpricing, hoarding, and unfair trading practices. The office also seeks the support of all BIONET, Inc. members in disseminating this information to safeguard the welfare of Biliranons and maintain market stability during this period of recovery.
