Espina Juggles Key National Budget Role with Biliran Storm Relief
BILIRAN PROVINCE, October 2025 – Congressman Gerardo “Gerry Boy” Espina Jr. is highlighting his dual role in shaping the national budget and delivering immediate aid to his province, underscoring his commitment to continuous service for Biliran.
As a key member of the House of Representatives, Espina recently showcased his influence at the national level by successfully defending the proposed 2026 budgets for three major executive offices: the Games and Amusements Board (GAB), the Philippine Sports Commission (PSC), and the Philippine Racing Commission (Philracom). The successful budget defense was marked by a group photo with House Speaker Faustino Dy, Majority Leader Sandro Marcos, and other key officials.
His involvement in these crucial financial decisions stems from his position as Vice Chairman of the powerful House Appropriations Committee. Congressman Espina is one of only 54 legislators selected from the 318-member House to scrutinize and sponsor the national budget proposals.
“The responsibility is heavy, but it is my honor to represent Biliran in a very important committee,” Espina stated. “This is where the nation’s funds are shaped—and with it, the progress of our province.”
Despite the demanding schedule of budget hearings and plenary sessions in Manila, the congressman has remained actively involved in addressing the local aftermath of a recent storm. He reported immediate coordination with Governor Rogelio Espina, local mayors, and the Department of Social Welfare and Development (DSWD) to deliver assistance to affected families.
“We are ensuring that our duties continue. While I am finishing my work in Manila, the coordination to provide help for totally and partially damaged homes continues,” Espina assured his constituents. “All of these concerns are being met with action.”
The congressman confirmed that affected families will soon receive cash and shelter assistance through AICS(Assistance to Individuals in Crisis Situation) funds, ensuring that no Biliranon is left behind in the recovery efforts.
Congressman Espina ended his message by reaffirming his service-first philosophy: “My stand is clear—work before politics. Every day is an opportunity to serve. Our fight for Biliran continues.”
