4th Quarter Joint Council Meeting Strengthens Collaboration for a Safer Biliran

Biliran’s key councils—PPOC, PADAC, PTF-ELCAC, LCPC, and LCAT-VAWC—converged in a dynamic joint meeting presided over by Governor Rogelio Espina, Vice-Governor Roselyn Paras, SP Member Brigido Caneja III, DILG Provincial Director Jesus P. Naquila, PCOL Erwin I. Portillo, PNP Provincial Director, and agency heads.

Bahay Pag-asa shared updates on cases involving Children in Conflict with the Law (CICL) and holistic rehabilitation programs—from spiritual guidance and life skills to educational support and family reintegration. The council tackled challenges in CICL temporary custody and emphasized strengthening Barangay Councils for the Protection of Children (BCPC) and diversion programs.

The BJMP reported on humane jail management, rehabilitation activities, and community engagement—including skills training, family visits, and the “PDL Christmas Wish List.” With 126 PDLs as of November 2025, the bureau continues to foster reform and safe reintegration.

BFP Biliran highlighted a 7.27% increase in fire safety inspections and a notable drop in fire incidents. Innovations like the OPFM on Wheels, Bumbero Reciclo Program, and enhanced rescue capabilities underscore their commitment to public safety. Provincial Fire Marshal FCINSP Zardos Abella was recognized as a regional Gawad CES awardee.

The Philippine Coast Guard reported on maritime safety, pre-departure inspections, coastal cleanups, and search-and-rescue operations—including successful missions during Typhoon Carina.

The Provincial Health Office emphasized Biliran’s human rabies-free status since 2009 but noted rising animal bite cases. Strategies include expanding animal bite treatment centers, promoting responsible pet ownership, and targeting 70% dog vaccination coverage.

Concerns were raised on road obstructions, illegal parking, and the need for LTO deputization to enforce traffic laws. The council moved to pass a resolution requesting faster approval of PNP deputization to improve road safety.

Three Civil Society Organizations were accredited for 2025: Norfil Foundation Inc., WORD-KALIPI Federation, and APO-BISLA—recognized for their active roles in community development, women’s empowerment, and environmental advocacy.

All 8 LGUs were assessed as highly functional in Peace and Order and Anti-Drug Abuse Councils.

The meeting reinforced inter-agency synergy, community-based interventions, and proactive governance—ensuring Biliran remains safe, resilient, and progressive.
