2025 Subay Bayani Awards Celebrating Excellence and Impact in Eastern Visayas
The Subay Bayani Awards, launched in 2022 and inspired by the national recognition program of the DILG–Project Development Services, continue to highlight exceptional achievements in transparent, accountable, and participatory local infrastructure governance.
This year’s awards honored Local Government Units (LGUs), Field Operating Units (FOUs), Local Project Monitoring Committees (LPMCs), and Provincial Project Development and Monitoring Units (PDMUs) whose dedicated efforts have significantly advanced development across the region.
Awardees were selected based on performance from July 2024 to June 2025 (for LGUs and FOUs) and from the 4th Quarter of 2024 to the 3rd Quarter of 2025 (for LPMCs and PDMUs).
Award Categories
Top Performing LGUs and FOUs
Recognized for excellence in timeliness, completeness, accuracy, report quality, supervision, governance, and innovative practices that delivered meaningful and measurable impact.
Top Performing LPMCs
Evaluated based on quarterly functionality, support for monitoring activities, and documentation of notable practices.
Top Performing Provincial PDMUs
Chosen for their compliance ratings, timely report submission, Local Infrastructure Program performance, and overall excellence in monitoring and evaluation.
All provincial offices submitted nominees, which underwent rigorous review by the Subay Bayani Regional Awards Committee, composed of representatives from the Local Governance Capacity Development Division (LGCDD), Local Government Monitoring and Evaluation Division (LGMED), and the Office of the Regional Director (ORD).
Medallion of Excellence: Honoring the Pillars of the Region
The ceremonies commenced with the presentation of the Medallion of Excellence, symbolizing the strong partnership between the DILG and LGUs in advancing responsive and transparent governance. The medallion’s eight corners represent the region’s eight pillars: Samar, Eastern Samar, Northern Samar, Leyte, Southern Leyte, Biliran, Tacloban City, and Ormoc City.
Among the distinguished honorees was the DILG Biliran Provincial Office, represented by Provincial Director Jesus P. Naquila and OIC Cluster Head Jacob Rabay R. Dorado, acknowledged for their unwavering contributions to local development.

The awards also recognized outstanding Local Project Monitoring Committees, whose commitment to rigorous monitoring and evaluation ensures that locally funded projects create lasting and meaningful impact.
