2025 Provincial Livelihood Summit: Empowering Biliran for a Brighter Future

The Province of Biliran successfully launched the 2025 Provincial Livelihood Summit, gathering over 200 participants from entrepreneurs, farmers, fisherfolk, youth leaders, LGUs, community groups, exhibitors, and national government agencies. The two-day summit became a powerful platform to expand economic opportunities, promote innovation, and strengthen community-driven development across the province.

Governor Rogelio J. Espina led the ceremonial ribbon-cutting to officially open the 2025 Livelihood Summit Trade Fair, symbolizing the province’s ongoing commitment to empower local MSMEs, celebrate homegrown industries, and create vibrant opportunities for every Biliranon. The governor emphasized that the fair is more than an exhibition—it is a spark of hope and shared progress for communities and entrepreneurs striving for a better future.

During the opening program, the Department of Labor and Employment (DOLE), in partnership with the Provincial Government, facilitated the partial turnover of DOLE Integrated Livelihood Program (DILP) grants, benefitting skilled workers and emerging entrepreneurs:

21 beneficiaries – Motorcycle Repair

1 beneficiary – Solar Installer

1 beneficiary – Printing Services

9 beneficiaries – Dressmaking

These grants serve as vital start-up and enhancement support for Biliranons seeking stable livelihoods and sustainable income sources.

The summit opened with warm acknowledgments to eight Local Government Units, 35 exhibitors, partner institutions, and national agencies including:

Department of Science and Technology (DOST)

Department of Labor and Employment (DOLE)

Technical Education and Skills Development Authority (TESDA)

Biliran Province State University (BIPSU)

Board Member Miguel J. Casas, Jr., Chairperson of the Committee on Trade and Industry, was specially recognized for formally opening the summit.
