Naval, Biliran — A new year begins with renewed hope as the Provincial Government of Biliran, in partnership with the Department of Social Welfare and Development (DSWD), officially launched the AKAP Rice Program in the province, delivering free rice assistance to qualified Biliranon families.

The program was formally rolled out today in Naval, where more or less 300 beneficiaries from the transport sector received 12.5 kilograms of commercial-grade rice each, provided completely free of charge. This initial distribution marks the start of a provincewide implementation, with more qualified beneficiaries set to receive the same assistance in the coming days.

𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐑𝐨𝐠𝐞𝐥𝐢𝐨 “𝐃𝐨𝐤 𝐑𝐨𝐠𝐞𝐫” 𝐄𝐬𝐩𝐢𝐧𝐚,who personally led the distribution, warmly welcomed the beneficiaries and underscored the significance of the program amid rising food prices.

“Malaking tulong po ito sa ating mga kababayan, lalo na sa mga pamilyang hirap na hirap sa araw-araw. Sa panahong patuloy ang pagtaas ng presyo ng bigas, ang libreng tulong na ito ay tunay na ginhawa,” Governor Espina said.

Each beneficiary family under the AKAP Rice Program receives 12.5 kilos of rice, carefully procured through a transparent bidding process to ensure quality and value. The program particularly benefits families earning below ₱9,000 per month, making it one of the most impactful food assistance initiatives currently being implemented.

Unlike other rice subsidy programs where beneficiaries still shoulder part of the cost, the AKAP Rice Program provides rice at no cost, reflecting the government’s firm commitment to protect vulnerable sectors during challenging economic times.

Governor Espina also shared that the successful inclusion of Biliran in the program was made possible through the strong collaboration between the Provincial Government and 𝘾𝙤𝙣𝙜𝙧𝙚𝙨𝙨𝙢𝙖𝙣 𝙂𝙚𝙧𝙧𝙮 “𝘽𝙤𝙮” 𝙀𝙨𝙥𝙞𝙣𝙖 𝙅𝙧.,who facilitated the necessary requirements to ensure the timely approval and implementation of the program.

“Uunahin po kayo, at susundan pa ito,” the Governor assured, emphasizing that this is only the beginning, as more rice supplies will be procured and distributed across the province.

As 2026 unfolds, the AKAP Rice Program stands as a powerful symbol of malasakit, responsive governance, and unity between national and local leadership—proof that when government works hand in hand, real and meaningful assistance reaches the grassroots.
