Naval, Biliran โ A new year begins with renewed hope as the Provincial Government of Biliran, in partnership with the Department of Social Welfare and Development (DSWD), officially launched the AKAP Rice Program in the province, delivering free rice assistance to qualified Biliranon families.
The program was formally rolled out today in Naval, where more or less 300 beneficiaries from the transport sector received 12.5 kilograms of commercial-grade rice each, provided completely free of charge. This initial distribution marks the start of a provincewide implementation, with more qualified beneficiaries set to receive the same assistance in the coming days.

Each beneficiary family under the AKAP Rice Program receives 12.5 kilos of rice, carefully procured through a transparent bidding process to ensure quality and value. The program particularly benefits families earning below โฑ9,000 per month, making it one of the most impactful food assistance initiatives currently being implemented.
Unlike other rice subsidy programs where beneficiaries still shoulder part of the cost, the AKAP Rice Program provides rice at no cost, reflecting the governmentโs firm commitment to protect vulnerable sectors during challenging economic times.
