During the flag-raising ceremony on March 9, 2026,๐๐ค๐ซ๐๐ง๐ฃ๐ค๐ง ๐๐ค๐๐๐ก๐๐ค ๐ . ๐๐จ๐ฅ๐๐ฃ๐ announced the implementation of a new work schedule for Provincial Government offices in compliance with Memorandum Circular No. 114 issued by the Executive Secretary under the Office of the President.
Starting this week, most Provincial Government offices will operate from 7:00 AM to 6:00 PM, Monday to Thursday, completing the required 40-hour workweek through a 10-hour workday. Fridays will be non-working days for most offices under this arrangement.
Essential services that require continuous operationsโsuch as hospitals and other critical public service officesโwill maintain their regular schedule from 8:00 AM to 5:00 PM, Monday to Friday, to ensure uninterrupted service to the public. Specific offices covered by exemptions will be detailed in Executive Order No. 12, Series of 2026.
Governor Espina emphasized that the adjustment aims to improve efficiency while maintaining quality public service. He also assured employees that supportive measures are being explored, including a temporary daycare or waiting area at the Capitol for children of employees who are picked up from school before the new closing time.
The Governor also reminded government workers of the importance of protocol and patriotism during official ceremonies, encouraging everyone to place the singing of โPhilippine National Anthemโ before the opening prayer as a gesture of respect to the nation that they serve.
A meeting with department heads was scheduled to further discuss adjustments and ensure a smooth transition to the new schedule.
Governor Espina called on all provincial employees to support and abide by the new Executive Order while continuing to serve the people with dedication, unity, and integrity.
