NAVAL, Biliran — PCOL Erwin I. Portillo, Provincial Director of the Biliran Police Provincial Office, was honored with a Plaque of Commendation during the Flag Raising Ceremony held on May 18, 2026, at the Capitol Grounds, Brgy. Calumpang, Naval, Biliran.

The award was personally conferred by Hon. Rogelio J. Espina, MD, FPOA, Governor of Biliran Province, in recognition of PCOL Portillo’s exemplary leadership, unwavering dedication, and steadfast commitment to public service during his tenure as Provincial Director from 2024 to 2026.
