Biliran Launches Project KAALAM: Free Civil Service Exam Review Sessions
The Provincial Government of Biliran officially launched Project KAALAM, a free Civil Service Examination Review Program under the banner of Serbisyong Biliranon, reaffirming its commitment to empowering Biliranons through education, opportunity, and public service.

emphasized that the program is more than just a free review session—it is an investment in the people of Biliran and a pathway toward a brighter future.
“Project KAALAM is about giving hope, opening doors of opportunity, and helping our fellow Biliranons achieve their dreams,” Governor Espina said. “No dream should be limited by financial circumstances. Every Biliranon deserves a fair chance to learn, grow, and succeed.”
The governor highlighted that the Civil Service Examination serves as a gateway to government service and professional development. Through this initiative, aspiring examinees are provided access to quality review sessions, helping them prepare confidently for the examination and future careers in public service.
Governor Espina also encouraged participants to study diligently, believe in their abilities, and persevere in pursuing their goals. While the provincial government provides the opportunity, he noted that success ultimately depends on each individual’s dedication and determination.
