Province of Biliran Launches “Barter System” to Empower Rice Farmers
BILIRAN, PHILIPPINES — June 17, 2026 — The Province of Biliran proudly rolls out the Fertilizer for Rice Exchange Program (FREP), a pioneering “Barter System” built to uplift every Biliranon farmer.
Under FREP, farmers can exchange 1 sack of rice (50kg) for 2 sacks of inorganic fertilizer (50kg each). This direct swap removes cash barriers and puts vital farm inputs straight into the hands of those who feed our province.
