The Provincial Government of Biliran, led by Governor Rogelio J. Espina,

reaffirmed its commitment to empowering Biliranons through education, skills development, and livelihood opportunities during the Distribution of Financial Assistance for TESDA Competency Assessment and Fire Victims held at the Social Action Center, Capitol Compound, Naval, Biliran.

The program brought together provincial officials, TESDA representatives, educators, students, and beneficiaries in a shared mission to create more opportunities for employment and personal growth.

A key highlight of the event was the announcement of the provincial government’s support for the TESDA Competency Assessment Program, which will cover assessment fees for qualified students of Biliran Province State University (BiPSU) enrolled in non-board programs. She noted that providing access to assessment opportunities equips graduates with nationally recognized credentials that can open doors to better career prospects.

Meanwhile, Dr. Mae V. Ceblano, Director of BiPSU Technical-Vocational and Advanced Lifelong Learning, highlighted the importance of strengthening technical and vocational education to meet the demands of today’s workforce. She underscored that the program enables students to demonstrate their skills and readiness to contribute meaningfully to various industries.

For his part, Dr. Noel P. Tancinco, Chairperson of BiPSU Technical-Vocational and Advanced Lifelong Learning, expressed gratitude to the Provincial Government for its unwavering support of education and workforce development. He described the initiative as a concrete manifestation of the province’s dedication to empowering the youth and helping them achieve their full potential.

Beyond competency assessments, the Provincial Government continues to provide scholarship assistance, women’s empowerment programs, call center and digital skills training, and other livelihood initiatives designed to create sustainable opportunities for Biliranons.

The event also extended financial assistance to families affected by recent fire incidents, reflecting the province’s commitment to providing immediate support to residents facing hardship and adversity.

In his message, Governor Rogelio J. Espina emphasized that investing in people remains one of the province’s highest priorities.

“Our mission is to ensure that every Biliranon has the opportunity to learn, grow, and succeed. Through education, skills training, and compassionate service, we continue to build a stronger and more prosperous Biliran,” Governor Espina said.
