Passport on Wheels Brings Government Services Closer to Biliranons

The Provincial Government of Biliran, in partnership with the Department of Foreign Affairs (DFA), officially welcomed the Passport on Wheels program at the Provincial Civic Center on July 8–9, 2026, bringing faster and more convenient passport services to the people of Biliran.

Representing Governor Rogelio J. Espina, Board Member Hon.Brigido Caneja III delivered the Governor’s message, highlighting the importance of strong collaboration between the national and local government in making essential services more accessible to every Biliranon.

Governor Espina emphasized that the program reflects the province’s unwavering commitment to Serbisyong Biliranon, ensuring that residents no longer need to travel far to process their passport applications and renewals. Instead, government services are brought closer to the community, saving time, reducing expenses, and creating more opportunities for every family.

The Provincial Government also expressed its sincere gratitude to the Department of Foreign Affairs, especially the Passport on Wheels team led by Ms. Kathleen Karina and her staff, for their dedication and commitment to serving the people of Biliran.
