Biliran Province has once again set a national benchmark by becoming the first among all provincial government Memorandum of Agreement (MOA) signatories to complete the procurement process, award contracts, and commence the implementation of classroom construction projects.

This remarkable achievement was recognized during the Senate Committee on Basic Education Public Hearing on July 23, 2026, where Senator Bam Aquino commended Biliran for its efficient governance and swift implementation. The milestone also enables the early release of project funds, accelerating the delivery of much-needed classrooms for Biliranon learners.
