Rogelio J. Espina reaffirmed the Provincial Government of Biliran’s commitment to protecting the welfare of every Biliranon commuter by appealing to the LTFRB and LTO to suspend the implementation of the Intermunicipal Borderline Policy in the province.

The appeal, backed by a Resolution of the Sangguniang Panlalawigan and supported by Congressman 𝙂𝙚𝙧𝙧𝙮 “𝘽𝙤𝙮 “𝙀𝙨𝙥𝙞𝙣𝙖 𝙅𝙧. together with the eight Municipal Mayors, recognizes the intent of the national policy while emphasizing Biliran’s present transportation realities. With limited transport facilities, franchised buses, and vans, the Provincial Government believes that the convenience, safety, and daily needs of commuters must remain the highest priority.

As part of its long-term vision, Governor Rogelio J. Espina also announced the Provincial Government’s readiness to fund and construct a Common MOCAB/Passenger Terminal to serve commuters traveling to and from Naval. The proposed terminal aims to decongest the town center, provide a safer and more organized transport hub, and improve the overall commuting experience for the riding public.

The Provincial Government likewise calls on municipal leaders and MOCAB operators to uphold discipline and comply with agreed transport regulations to ensure an orderly, efficient, and mutually beneficial public transportation system.

Through unity, cooperation, and compassionate leadership, Governor Rogelio J. Espina remains hopeful that the concerned national agencies will give favorable consideration to this appeal, paving the way for a transport system that truly serves the best interests of every Biliranon.
