NAVAL, BILIRAN — August 10, 2026. Governor Rogelio J. Espina welcomed regional leaders, government officials, and agency representatives to Biliran Province for the 2nd Quarter Meeting of the Joint Regional Task Force 8 to End Local Communist Armed Conflict (JRTF8-ELCAC) held today at the Civic Center, Provincial Capitol, Naval.

In his message, Governor Espina emphasized that the gathering serves as an important crossroads where regional leadership, strategies, and a shared vision come together in strengthening peace, security, and development throughout Eastern Visayas.

He underscored that lasting peace cannot be achieved through security measures alone, but through bringing government closer to the people—especially communities and sectors most in need.
