CAIBIRAN, BILIRAN | August 12, 2026 — The Province of Biliran, in partnership with the Department of Education and the Local Government Unit of Caibiran, celebrated International and National Indigenous Peoples Day through the Indigenous Peoples Education (IPEd) Program at Pulang Yuta Elementary School.

The activity highlighted the importance of preserving the culture, identity, traditions, wisdom, and language of Indigenous Peoples while ensuring that every Indigenous learner receives inclusive, culturally responsive, and quality education.

Head Teacher III /School Head Neil T. Pacad welcomed the participants and emphasized that education goes beyond academic learning—it is also about knowing, respecting, and taking pride in one’s heritage.

Adding inspiration to the gathering was Joel L. Paradas, who shared a meaningful story of the Indigenous community’s journey, struggles, perseverance, and hopes for a better future. He emphasized the importance of peace, education, and unity so that Indigenous children can finish their studies, pursue their dreams, and become professionals who can give back to their communities.

𝗚𝗼𝘃𝗲𝗿𝗻𝗼𝗿 𝗥𝗼𝗴𝗲𝗹𝗶𝗼 𝗝. 𝗘𝘀𝗽𝗶𝗻𝗮, 𝗠𝗗, 𝗙𝗣𝗢𝗔,underscored the Provincial Government’s commitment to ensuring that Indigenous communities are not left behind in the delivery of essential services and opportunities. He emphasized that education must remain a powerful instrument for empowerment, while the culture and identity of Indigenous Peoples must be respected and protected.

Governor Espina also highlighted the importance of working together—government, schools, communities, parents, and partner agencies—to create an environment where Indigenous children can learn with dignity, grow with confidence, and pursue their dreams without losing the heritage that defines them.

The program also brought essential services closer to the community, including free chest X-ray screening, laboratory tests, immunization, medical and dental consultations, dental kits, slippers for children, seedlings, feeding, rice distribution, slope protection initiatives, and other support services.

Through the continued leadership of Governor Espina and the strong partnership of the Provincial Government, LGU Caibiran, DepEd, and partner agencies, Biliran continues to bring meaningful services closer to communities and ensure that no Indigenous child is left behind.

Education is a bridge between heritage and opportunity. When children are empowered to learn while preserving their identity and culture, they gain the confidence to dream, succeed, and build a better future for their families and communities.
