Biliran Province — Provincial 𝗚𝗼𝘃𝗲𝗿𝗻𝗼𝗿 𝗥𝗼𝗴𝗲𝗹𝗶𝗼 𝗝. 𝗘𝘀𝗽𝗶𝗻𝗮

served as guest speaker at the 38th Annual General Membership Assembly of the Biliran Electric Cooperative (BILECO), carrying the meaningful theme: “Powering Goals, Governing Stronger, Serving Smarter, Future Brighter.”

In his message, Governor Espina emphasized that electricity is more than poles, lines, transformers, and power supply. It is an essential part of everyday life—supporting families, small businesses, farmers, fishermen, students, teachers, hospitals, and communities across Biliran.

The Governor acknowledged the concerns of consumers over the high cost of electricity. He stressed that the voices and struggles of Biliranons are heard and understood, assuring consumers that the Provincial Government stands with them.

Governor Espina also explained that electricity rates are affected by various factors within the larger power system, including system losses, line rentals, power supply and convergence costs, and other related charges. Biliran’s geographic location also presents challenges in securing a stable and affordable power supply.

Because of these challenges, Governor Espina called for unity among BILECO, the Provincial Government, consumers, and other stakeholders to pursue concrete solutions. He expressed his willingness to support BILECO in bringing the concerns of Biliranons to the appropriate national government agencies and Congress.

He also encouraged continued efforts to attract investments in renewable and sustainable energy sources, which could help strengthen Biliran’s energy security and reduce dependence on power sources from outside the province.

The Governor further highlighted the Provincial Government’s support for cooperatives through the Provincial Cooperative Office, including technical and IT assistance to help strengthen cooperative services and operations.

As the assembly concluded, Governor Espina encouraged everyone to remain patient, practice responsible energy consumption, and continue working together toward long-term solutions.
