SERBISYONG BILIRANON SA BARANGAY DAY
Bringing Government Services Closer to Every Biliranon
CULABA, BILIRAN | September 24, 2026
The Provincial Government of Biliran brought essential government services closer to the people of Culaba through the Serbisyong Biliranon sa Barangay Day, held at the Culaba Covered Court and the Livelihood Training Center in Culaba Proper.
The initiative brought various provincial and national government services directly to the community, making assistance more accessible to residents—especially those who may find it difficult to travel to government offices.
The initiative also gathered a wide range of government services under one venue, providing residents with opportunities to access assistance, information, and programs without the need to travel far.
Among the services delivered were:
• Department of Agrarian Reform (DAR) – release of Certificates of Land Ownership Award (CLOAs) to qualified beneficiaries;
• Philippine Statistics Authority (PSA) – processing and release of National IDs;
• PhilHealth – registration and assistance for membership under the YAKAP program;
• Public Attorney’s Office (PAO) – free legal assistance and consultation;
• Provincial Veterinary Office – free vaccination for dogs and registration for the distribution of livelihood animals, including piglets, goats, chickens, and carabaos;
• Bureau of Fisheries and Aquatic Resources (BFAR) – release of ₱3,000 fuel assistance to qualified fisherfolk;
• Provincial Agriculture Office – distribution of grafted fruit tree seedlings, including pomelo and atis, vegetable planting materials, and other agricultural assistance;
• Livelihood and agricultural support – assistance involving motor engines and other livelihood interventions for community beneficiaries.
A significant number of Culabanhons also availed themselves of the Medical and Dental Mission conducted at the Livelihood Training Center.
The activity was supported by five doctors, four dentists, provincial medical technologists, midwives, nurses, and Barangay Health Workers (BHWs) who worked together to provide health services to residents.
The medical services included consultations, basic laboratory procedures, medicines, and other health-related assistance, while dental services provided needed dental care to community members.
To make sure that residents from the more distant barangays could participate, the Provincial Government deployed five Capitol vehicles to transport residents to and from the activity venue.
This transportation assistance helped bring more Culabanhons to the activity venue, ensuring that distance would not become a barrier to accessing government services.
Residents also received free arroz caldo during the activity, adding another practical form of assistance for the community.
From land ownership documents and civil registration to healthcare, legal assistance, agricultural support, fisherfolk assistance, veterinary services, and livelihood opportunities, the Serbisyong Biliranon sa Barangay Day demonstrated a whole-of-government approach to community service.
The participation of national government agencies, provincial offices, the municipal government and officials, healthcare workers, volunteers, drivers, and other partners made the activity possible.
More importantly, the initiative brought government closer to the people—right in their own community, where services are needed most.
The Provincial Government of Biliran extends its daghang salamat to all government agencies, local officials, healthcare workers, personnel, drivers, volunteers, and community partners who contributed their time and effort to serve the people of Culaba.
To all the Culabanhons who participated and availed themselves of the services, daghang salamat po for making the activity meaningful and successful.
Basta nagkakaisa, mas masaya para sa Serbisyong Biliranon!
Abtik ug Mapursigido—Biliranon Ta!
