The general mission of the province is to “empower every Biliranon through the provision of social services and economic opportunities”. More specifically, the province intends to pursue the preservation and enrichment of culture, promotion of health and safety, enhancement of the right of the people to a balanced self-reliant scientific and technological capabilities, maintain peace and order and the institutionalization of DRRM and CCA measures at the community level.
