Todo Serbisyo ng Kapitolyo (Bringing the Capitol to the Barangays)
Simply, Governor Gerard Roger Espina wanted the Biliranons to have fast and easy access to government services. Thus, he launched the Todo Serbisyo ng Kapitolyo today, February 17, by bringing frontline services of the provincial government down to the barangays.
In a literally Hep-Hep Hooray! moment, 17 provincial departments and offices were present, namely: agricultural services including fishery, veterinary, health and the provincial hospital, economic investments, planning, engineering, environment and disaster management, tourism, assessor, social welfare, jail management, legal, administrative and human resource, treasury, public employment service and the OWWA.
Services extended during the event include the following, under the agriculture and fishery: distribution of agri-fishery and farm inputs, release of pre and post-harvest farm/agri/fishery machinery, planting materials, seeds and seedlings, and orientation/briefing on farm technologies; under veterinary services: vaccination, deworking and castration of dogs and other animals, livestock dispersal; under health services: COVID19 vaccination, random blood sugar testing, HIV screening/counselling, dental services, implant insertion/removal, risk assessment on non-communicable diseases; under the provincial hospital services: medical/dental mission (free consultation and dispensation of medicines, tooth extraction, ECG and XRAY services, Operation Tuli;
Under social services: advocacy against online sexual exploitation of children and release of assisatnce; under assessor and treasury services: information drive, segregation of property and mobile tax declaration generation; under PESO: employment facilitation, OWWA services, release of Senior Citizens insurance card; Free legal consultation, free haircut and hair color for senior citizens, and turn-over of tanod uniforms.
The barangayan will run in all eight municipalities, where barangays are strategically clustered to facilitate ease of access for all residents. Starting from Almeria with a cluster of 5 barangays, the activity will got to the municipality of Biliran with another set of clustered barangays, and so on until it covers 8 towns in the 1st run. Then the second run will ensue in a different location of clustered barangays, until all 132 barangays are covered.
