The Provincial Government of Biliran and the Municipality of Cabucgayan were honored during the 2024 National SubayBAYANI Awards held on December 3, 2024, at the Sequoia Hotel in Parañaque City.
The SubayBAYANI Awards, initiated in 2021, recognize local government units (LGUs) for excellence in governance, particularly in implementing infrastructure projects that drive community development and resilience.
Biliran Province and Cabucgayan were acknowledged for their commitment to infrastructure governance, contributing to the foundation of resilient communities and promoting a “matatag, maginhawa, at panatag na buhay” for all Filipinos.
In addition, the Province of Biliran was named a National Finalist for demonstrating outstanding local governance, advancing to the validation phase of the 2024 SubayBAYANI Awards.
Governor Gerard Roger Espina and Engr. Rex Palconit of the Provincial Planning and Development Office received the award for Biliran.
Representing Cabucgayan were Mayor Gemma Adobo, Municipal Engineer Raul Homeres, Acting Municipal Planning and Development Coordinator Norman Vicedor, and Municipal Local Government Operations Officer Lowena Jane Badong.
