Governor Espina Joins First Flag Ceremony, Shares Vision for Biliran
Naval, Biliran – 𝘑𝘶𝘭𝘺 14, 2025 — Governor Rogelio J. Espina attended his first Monday flag ceremony since officially starting his term on June 30, 2025, addressing Capitol employees with a message of unity, discipline, and public service.
He called on all provincial employees to work together as one team, reminding them that as public servants, they are accountable to the people. “Let us set aside personal differences and serve with dedication and integrity,” he urged.

Governor Espina expressed his dream that Biliran would become a first-class province through economic growth and improved services.
To support this, he introduced a standardized work schedule every Monday from 7:30 AM to 4:30 PM. He shared that his office and the Provincial Social Welfare and Development Office (PSWDO) will start operations as early as 7:00 AM to serve early clients.
He also required all employees to wear their official Capitol ID within government premises to promote professionalism and accountability.
Governor Espina’s attendance and message marked a strong start to his new term—underscoring his commitment to lead by example and bring the provincial government closer to the people.
