Born into
a Legacy
of Public Service

Governor Gerard Roger M. Espina was born into a family of prominent public servants. He was 16 years old when his father, Roger Espina, was elected as governor of Biliran in 2001. Six years earlier, in 1995, his grandfather, Gerry Espina Sr., was elected as the first congressman after Biliran became a separate congressional district.

At the age of 31, Gerard Espina was elected Mayor of the capital town of Naval during the 2016 elections. He served for two terms. In the May 2022 elections, he won virtually unopposed as the 5th Governor of Biliran Province, marking another chapter in his political career since the province became regularized in 1992.

Defining Leadership: A Man of Action

Governor Espina’s transition from Mayor to Governor is defined by action. Anchored on good and transparent governance, his management is imbued with youthful enthusiasm. Ensuring the betterment of Biliranons is a collective mandate, supported by all who believe in his vision and direction. His first 100 days in office are a testament to his character in public service, with unprecedented accomplishments in every sector within just three months.

Key Initiatives and Accomplishments

Establishment of Satellite Offices:

For the first time in Biliran’s history, Governor Espina established satellite “Office of the Governor” locations in all municipalities outside the capital town, bringing governance closer to the people. These offices provide the same services as the provincial capitol, eliminating the need for citizens to travel to the capital.

Halfway House for Patients:

He also established a halfway house to provide temporary accommodation for patients being referred for advanced treatment in the regional medical center. This initiative helps families by providing housing for those who travel far for medical care.
