ROGELIO J. ESPINA, MD, DPBO, FPOA

Early Life and Education
Rogelio “Roger” Espina was born on June 30, 1960, in Manila alongside his twin brother, Rodolfo. He is the son of the late Hon. Gerardo S. Espina, Sr. and Mrs. Asuncion Jimenez, both respected university professors.
He began his education at San Sebastian College, Manila (1967–1976) and went on to earn his Bachelor of Science in Zoology in 1980 and Doctor of Medicine in 1984 from Far Eastern University, where both his parents were esteemed faculty members.
Legislative Leadership
After his tenure as Governor, Dr. Espina served three successful terms as Representative of the Lone District of Biliran (2010–2019), continuing his advocacy for inclusive development and national representation for the province.

Medical Career and Achievements
Dr. Espina passed the Medical Board Examination in June 1985. He completed his residency at the Armed Forces of the Philippines Medical Center (1989–1991) and the Philippine Orthopaedic Center (1991–1995).

Dr. Espina and his wife, Dr. Cecil Mendiola, a pediatrician, held private practice in Manila before eventually settling in Biliran to serve the community.
Public Service Journey
Motivated by his family’s dedication to public service and his deepening connection to Biliran, Dr. Espina ran for governor in 2001 and was elected as the 3rd Governor of the Province. He served three consecutive terms (2001–2010) and introduced transformative programs in:

• Infrastructure and Utilities
• Social Welfare
• Tourism and Environment
Under his leadership, Biliran significantly reduced its poverty incidence, earning national recognition as the top province in poverty reduction improvement per NSCB data.

Return to the Capitol
In 2019, he returned as Governor. By 2022, he stepped aside for his son, former Naval Mayor Gerard Roger M. Espina, to continue the legacy of service. Following public clamor, Dr. Rogelio J. Espina was re-elected as Governor in May 2025, continuing his vision for a progressive, healthy, and empowered Biliran.

Governor Espina remains deeply grounded. He cherishes his role as a doctor, a visionary public servant, and most of all—a proud husband, father, and grandfather.
