Historical Timeline
This timeline presents the significant events and milestones that have contributed to the rich history and evolution of Biliran Province. From its early settlement to its journey toward independence, each event marks a step in Biliran's path toward becoming a thriving and resilient community.
Arrival of the first group of settlers led by Fr. Gaspar. This group was situated in Brgy. Hugpa (formerly Sitio Albacia) in the municipality of Biliran.
Biliran was declared a municipality of Leyte by Spanish authorities, making it the first town on Biliran Island.
Enactment of R.A. 2141 granted Biliran a Sub-province status under Leyte. The seat of government was established in the municipality of Naval, with the first Lt. Governor and Special Board Member appointed by the President of the Philippines with the consent of the Commission on Appointments.
R.A. 5977 changed the title of Lt. Governor to Governor, granting executive powers similar to those of a Provincial Governor. This enactment also included the transfer of the Deputy Provincial Treasurer of Leyte and the creation of the Office of the Auditor in the Sub-province of Biliran.
Independent offices were established, including Assistant Provincial Fiscal, Sub-provincial Engineer, and Sub-provincial Health Officer, with the enactment of R.A. 6415. This legislation also provided the Sub-province of Biliran with separate administrative functions, effectively making it distinct from Leyte, with Naval as its capital.
A plebiscite was conducted to ratify the conversion of Biliran from a sub-province to a regular province, as outlined in Section 462 of R.A. 7160.
The Province of Biliran was proclaimed an independent province by the Plebiscite Board of Canvassers.
