Brief Profile
Birth and Family Background
Gerardo “Gerry Boy” Espina, Jr. was born in Manila on August 7, 1970, to the late Hon. Gerardo S. Espina, Sr. and Mrs. Asuncion Jimenez Espina, both Professors at Far Eastern University at the time. His father later became a Member of the Philippine Assembly in the 1980s and Congressman of Biliran's Lone District for three terms from 1995 to 2004. Growing up under the guidance of distinguished academics, Gerry Boy matured with a wealth of learning and practical experiences.

Elementary and Secondary: San Beda College, Manila (1978-1984 and 1984-1988
College: Bachelor of Science in Marketing, Philippine School of Business Administration, Manila
Early Political Career
In the 1990s, the Espina family moved permanently to Biliran Province, the ancestral home of the late Gerry Sr. In 1998, following in his father’s footsteps, Gerry Boy ran for Mayor of Naval, the capital town, at the age of 28. He won and served as Mayor until 2004 after being re-elected in 2001.
Congressional and Government Service
Congressman, Lone District of Biliran (2004-2007)
Commissioner, PHILRACOM (2007-2010, appointed by President Gloria Macapagal Arroyo)
Governor of Biliran (2010-2019): Served three terms, succeeding his elder brother Roger.
Achievements as Governor
2011: Received the award for Biliran Province as one of the Ten Outstanding Provinces in the Best Agri-Pinoy Outstanding Rice Achievers Award.
2011 and 2012: Conferred the Seal of Good Housekeeping by DILG, recognizing the province's adherence to good governance and transparency (bronze in 2011 and silver in 2012).
2015: Awarded the Seal of Good Local Governance (SGLG) by DILG, recognizing Biliran's commitment to excellent public administration; one of only two provinces in Region 8 to receive the award.
2016: Re-elected as Governor for a third term, during which Biliran again received the SGLG, being the only province in Region 8 to earn the distinction twice consecutively.
Return to Congress
After completing three terms as Governor, Gerry Boy was elected Representative of Biliran’s Lone District in the May 2019 elections. Despite the restrictions of the 2020-2021 pandemic, he maintained full attendance at all sessions. In May 2022, he ran unopposed and was re-elected for a second term.
