The OPAS is responsible for agricultural development through the identification and formulation of programs, projects and activities for sustainable livelihood to increase the productivity and income of farmers and fisherfolk thereby uplifting their standard of living.

To help and empower the farming and fishing communities and the private sector to produce sufficient, accessible and affordable food for every Biliranons and decent income for all.

A modernized smallholders agriculture and fisheries; a diversified rural economy that is dynamic, technologically advanced and internationally competitive. Its transformation is guided by the sound practices of resource sustainability, the principles of social justice and a strong private sector participation.
