MISSION
To manage effectively and efficiently the legislative functions through the approval of resolutions, enactment of ordinances and appropriation of funds which is geared towards the delivery of basic services to the constituents of the Province.

The Sangguniang Panlalawigan of Biliran as the model of excellence in effective Local Legislation in Eastern Visayas.
